COGAP was first released in December 1982 and transmitted to RSICC in December
1998.  The package contains no executables.  

RSICC attempted to compile/link with Lahey FORTRAN 77, 90, and 95 for the 
PC but was unsuccessful due to outdated FORTRAN.
